    Abstract: Although economic data recently released by the Chinese government indicates that the economy has shown signs of cooling down, close scrutiny of the behavior of Chinese local governments still results in the finding of inconsistencies in the implementation of "macro-economic control" policies. As demonstrated in Chinese central-local government relations over the past two decades, compliance from local governments can be acquired only when the central leaders are united. In other words, the current succession politics in the Chinese central leadership is exaggerating the already complicated task of "macro-economic control.
